Can Data Be Governed, Or Only People?

Most business people understand economies of scale: the more products or services you provide, the lower the per-unit cost usually becomes. But what about economies of scope, or of learning? In data governance, those concepts can provide great value: An economy of scope is when the production of one good reduces the cost of producing another related good. An economy of learning is when the know-how gained through experience can help produce a greater cumulative amount of the same product.
